Begun in August 2004 to reduce congestion in three
of Houston’s primary construction corridors, the
miniPOOL Program utilizes minivans to carry fi ve to
eight riders (unlike a vanpool program’s typical nine
to 15 passengers). Smaller vans are easier to fi ll, and
keep fi lled, and tend to be preferred by vanpoolers
over the larger maxi-vans. In the fi rst nine months
of the program, 47 vanpools were formed carrying
307 riders, 186,103 vehicle miles were traveled and
784,675 VMTs were reduced. This reduction in VMTs
accounted for emissions reductions of 1,749 lbs. of
hydrocarbons; 1,296 lbs. of nitrogen oxide; 13,775 lbs.
of carbon monoxide; and 718,762 lbs. of
carbon dioxide. At an average cost of $.64 per
mile for each van, the typical rider pays $84.81
per month. AAA estimates that it costs $.56 per
mile to drive alone, on average. On a 20-mile,
one-way commute, vanpooling can save a
commuter more than $400 each month.
Innovation:
The miniPOOL Program tailored a demand
management program to local audiences and coupled
it with the purpose of mitigating construction traffi c
on the I-610, I-10 and U.S. 59 corridors
